Navigate state environmental approvals with confidence.
Most infrastructure, mining and renewable energy developments in Australia require environmental approvals under state planning and environmental legislation. These approvals vary significantly depending on the state, the nature of the project and the environmental values that may be affected.
State environmental approvals can be complex and time-consuming. Requirements differ between jurisdictions, assessment pathways are not always straightforward, and the documentation, engagement and coordination effort required to achieve approval can be substantial.
How we can help
Applied Environment & Safety supports organisations navigating state-level environmental approvals, particularly in Queensland and New South Wales. We assist with the preparation of approval documentation, coordinate technical assessments and manage engagement with state regulatory bodies throughout the approval process.
Our team helps projects understand state environmental planning requirements and develop approval strategies that are aligned with project timelines.
Featured Project
Environmental Inspections for Bruce Highway Upgrades
Gympie to Maryborough, Queensland
Applied Environment & Safety provided environmental inspection and auditing support to Hazell Bros during the Bruce Highway intersection upgrades and safety widening project located between Gympie and Maryborough.
The environmental audit was based on compliance with the Environmental Management Plan. The ongoing inspections included sediment and erosion controls, waste and water management and hazardous substance storage and use. Short reports were developed for submission to Department of Transport and Main Roads.
What’s involved
State-level environmental approvals may be triggered under a range of legislation depending on the jurisdiction and the nature of the project. We support projects through the full approval lifecycle, from initial assessment of requirements through to regulator submission and conditions management.
Our state-level environmental approval services include:
- Identification of applicable state environmental legislation and approval triggers
- Preparation of state environmental approval documentation
- Coordination of technical studies required for state assessments
- Engagement with state regulatory authorities (e.g. DES, EPA, DPIE)
- Support with conditions of approval and compliance requirements
- Coordination of state and Federal approval pathways where both apply
Our approach
We take a structured, jurisdictionally-aware approach to state environmental approvals. Every state has different legislation, different regulators and different expectations and the approach that works in Queensland may not work in New South Wales. We tailor our strategy to the specific requirements of the jurisdiction and the project.
Our team works directly with state regulators on your behalf. We manage the documentation, coordinate technical inputs and ensure the approval submission meets the requirements of the relevant legislation and assessment pathway.
Industries We Support
State environmental approvals apply across a broad range of project types. We regularly support projects in Australia’s most active infrastructure, resources and energy sectors.
Power & Renewables
With vast experience within the power & renewables industry, we understand the risks and opportunities.
Mining & Resources
We provide environmental and safety consulting support to exploration and production operations within the mining and resources industry.
Transport & Civil Works
Our experience in environmental and safety management provides practical support to our clients within the transport & civil works.
Why Work With Applied Environment & Safety
We have direct experience navigating state environmental approval frameworks in Queensland and New South Wales, the two states where much of Australia’s infrastructure, mining and renewable energy development is concentrated.
Our team understands the regulatory landscape, the assessment expectations and the engagement approach that works with state regulators. We take the complexity out of the process so your project team can focus on delivery.

FAQ’s
Common questions from project teams about state level environmental approvals and planning.
The approvals required depend on the state, the nature of your project and the environmental values that may be affected. In Queensland, projects may require environmental authority approvals, vegetation clearing permits or development approvals under the Planning Act. In New South Wales, projects may be assessed under the EP&A Act.
State approvals are assessed under state legislation by state regulators. Federal EPBC approvals are assessed by the Commonwealth and only apply when Matters of National Environmental Significance may be affected. A project may require both, and the two processes run in parallel or under bilateral arrangements.
Timeframes vary significantly depending on the jurisdiction, the assessment pathway, the complexity of the project and the quality of the submission. Simple approvals may take weeks, while complex state assessments can take many months.
of constraints are typically identified?
Our team has particular depth in Queensland and New South Wales, where the majority of our project work is concentrated. We can also support projects in other jurisdictions in partnership with locally experienced specialists where required.
Documentation requirements depend on the specific approval pathway, but may include environmental assessment reports, management plans, species surveys, water quality assessments, air and noise impact assessments, cultural heritage assessments and stakeholder engagement records.
Yes. Many projects require both state and Federal environmental approvals. We coordinate the two processes to ensure documentation requirements are aligned, timelines are managed and duplication is minimised.
